The Citizen Perception of Justice: A Crisis of Confidence
Despite legal and judicial reforms, the general perception of justice among Colombian citizens is overwhelmingly negative and remains a significant challenge to the rule of law.

Low Trust and Accountability: Surveys consistently show low levels of public trust in national government officers and, crucially, in the criminal justice system itself. Only a small percentage of Colombians believe that high-ranking officials would be held accountable for breaking the law.
Uneven Treatment and Lack of Protection: Perception of the equal treatment of the accused and uniform quality of service in the justice system has reportedly worsened. A high percentage of citizens are not confident that crime victims are believed when reporting a crime or that they receive adequate care and protection.
The Impunity Factor: The lengthy and often complex legal processes, compounded by institutional barriers that can favor impunity (such as the inappropriate use of the military criminal justice system in human rights cases), lead to a widespread feeling that justice is slow, inaccessible, and ultimately ineffective.
Focus on Local Justice: In response to these challenges, initiatives promoting people-centered justice, such as Local Justice Systems (LJSs), have gained traction. These systems aim to improve access to information and resolution services for vulnerable populations, showing some progress in meeting citizens' justice needs.
In summary, while Colombia has a robust legal framework with severe penalties for serious crimes, the actual security environment is plagued by persistent organized and street crime. The administration of justice is viewed with deep skepticism by the citizenry, who continue to demand greater accountability, less impunity, and more accessible, effective mechanisms for resolving their legal needs.
